“New Americans” (immigrants or children of immigrants) must be 30 or younger as of the application deadline and pursuing a graduate degree full-time in the U.S. in the academic year 2019-20. Applicants may apply to the fellowship at the same time that they are applying for graduate school, or after they are already enrolled in graduate school. If an applicant was born abroad as a non-U.S. citizen, they must have been naturalized, be a green card holder, be adopted, or be a Deferred Action for Childhood Arrivals (DACA) recipient. If an applicant was born in the U.S., or was born abroad as a U.S. citizen, both parents must have been born abroad as non-U.S. citizens
